Data is the diet of development. Planning requires data about the present situation to determine the needs before required resources are mobilized to meet them. For example, data about present schools, their infrastructure, enrolment and the number of school age children will have to be analyzed before deciding what to do about the present schools and build new ones.
The new Local Government system highlighted tremendous potential for development at local levels. To turn possibility into reality, it is necessary to have comprehensive data about the present situation in all fields. To meet the need, National Reconstruction Bureau developed National Reconstruction Information Management System (NARIMS). NARIMS provides for collection of data on almost everything that may be relevant to planning and action.
The complete list of Broad Indicators is given in the beginning of this book. Chapter 01 proposes amendments in various items of the list to improve headings and to make data more comprehensive.
Chapter 02 suggests all possible applications for the data under various headings (following the order in the list of Broad Indicators). The collection of so much data can be useful if all relevant people apply it. However, the sequential order may not be very helpful. For example, it would not be easy for businessmen and industrialists to find out what data will be directly relevant to their operations unless they go through the entire database, heading by heading. For their convenience, the final section divides the text of Chapter 02 into three classifications so that one may go straight to the relevant classification. The classifications are
a) Local Governments
b) Business and industry
c) Provincial and Federal Government departments and other organizations
