The storm that once brought New Orleans together now threatens to tear it apart. It's an election year and suddenly the city's poorest neighborhood is the focus of a variety of redevlopment plans which all threaten to once again displace citizens who only recently were able to return. Detective Holland and NOPD's Chief of Detectives want to know who is trying to buy the new home the Make It Right Foundation built for their favorite sous chef. The local king of gentrification and developers from out of town have the favor of the neighborhood's Councilwoman so it's up to Detective Holland, despite his 'talent' for making a mess of things, to seek justice for something that might not be a crime and avoid stirring the city's treacherous political waters.
