Big Ben Hawk and Connie Sanchez are the FBI's dream team. The case they'd solved the year before in the Chicago Stock Yards catapulted them to the top. During that case in a two year span, dozens of young men and boys had been left butchered like cattle by a group of killers that hunted in a pack like wolves. The only cases Special Agents Hawk and Sanchez worked on anymore were high profile serial killer cases.
Young women are dying at three University of Wisconsin schools. They're being taken and held captive by the killer for days before he kills them. Then their mutilated bodies are found grotesquely displayed along the banks of the Wolf River. They're found with their throats slashed, their bodies hanging on crosses with pennies waxed over their eyes and crowns of thorns jammed down onto their heads.
The governor is screaming for the FBI to send in Ben and Connie to end the terror that's gripping his state. Parents are pulling their kids out of college by the hundreds out of fear for their safety.
Ben and Connie take up the chase but is it too soon after the terror they'd faced in Chicago? The case takes unexpected twists and turns. They must use resources never before used by the FBI and do things that could end their careers. Soon they find out Connie is on the killer's hit list. This killer isn't hiding in the shadows anymore, he's on the hunt. It all comes to a thrilling climax in the north woods of Wisconsin but who will live and who will die?
