Military bases are one of the safest places in the world. The occupants live fearlessly in their gated communities and revel in the safety of their own laws of discipline enforced by the military police. However, they can also be one of the most dangerous where some crimes committed are hidden from the outside world at all costs.
On a naval base in Northern Virginia a woman is beaten, raped, and left for dead. Navy psychologist Lieutenant Commander Emma Wilson is called in to treat the emotionally traumatized woman.
A sixteen-year veteran, Emma has always advocated for the women in the Navy. She understands the difficulty women must endure as they live and work in the male-dominated Armed Forces. Throughout the years, Emma has seen women in the armed forces treated less than equal, discriminated against, and degraded by their male counterparts.
As she treats the rape victim, she recognizes a connection between this rape and two others on the same base just months before. Emma suspects this is the work of one man, a serial rapist. Coincidently, much of the evidence collected has been lost or tampered with. Emma wants to know who is altering the evidence, and why. When she alerts her commanding officer, she is encouraged to ignore the so-called attacks; he advises her to walk away.
But Emma can’t ignore these rapes; they bring up emotional trauma and a deep-seated fear from her past. A past she has tried hard to ignore and put behind her.
With no one else to turn to, she enlists the help of undercover reporter Greg Sanderman to help solve the crimes. Sanderman, having an unsavory reputation for his unorthodox methods of getting to the truth dives recklessly into the investigation, causing more disdain from the Navy. As the two work together, a fire ignites between them, sending them further into peril.
Emma is determined to stand up for the rights of the women in the military while dealing with the ghosts of her past. She comes face to face with a self-righteous commander who is more interested in protecting his career and a dark past, a past that is so scandalous it will rock the United States Navy to its core.
