The Head of state represents the bedrock of any country and would play a colossal role in its effectiveness; he is the political leader with strong views on the quality of public funds' management, development and integrity of his team. He is a charismatic leader, and government officials would gain confidence in him as his vision for the nation is clearly communicated; additionally, each public servant must participate in order to achieve that purpose.
