No one trusts the taxman.

Bill Kramer rules his government with an iron fist; his biggest ally is the tax structure he has put in place.  The population has largely been placated with tax sops although there are some who remain angered at Bill's tactics.

All the time discontent of a different sort is brewing with Stella.

Walter quite convinces himself that Stella is not in his thoughts; he is too busy thinking about the economic development of his country.  As tax commissioner, Walter attempts to change a skewed system by whichever method will work.  

When it all gets too much to bear the military creeps into the picture and then some special friends. 

Stella and Walter meet again but it is not her emotions, which take the lead.  Stella is too busy thinking about her politics.

Just when you would imagine all has transpired, a key figure appears. 

If Stella was concerned there is really no need to worry, Stephen Bohr that wily old fox is still around to help out.
