The Caribbean has always been the United States "private lake".   What happens when the People's Republic of China lease an abandoned, former British naval base on the Eastern Caribbean island of Saint Matts?  Special State Department analyst, Dr. Rob Lyons, is sent to the island to assess this potentially dangerous new development.
