A preface introduces the topic. I mention my previous work: Global Warming: An Essay. Chapter 1 notes that both increases and decreases in rotational spin and heating of the core can/could change the balance between seafloor and seashore. A spillover of seawater would result in all four cases. We briefly summarize the underlying supposition. Chapter 2 considers ways to test whether such an imbalance is happening now or in the future.
