During an international tour aboard a US oil rig off the coast of California, a group of eco-terrorists invade the gathering and take the group of foreign businessmen and diplomats hostage. The terrorists are armed with long sharp machetes, and they show the brute force of their weapons right away. The terrorists hold the blue collar workers of the oil rig in an underwater chamber room.
The terrorists have a webcam on the chamber room, showing the whole world that it is slowly filling up with water that will drown the workers if the terrorists' demands are not met quickly. Luckily for the hostages, a team of US Navy SEALs is conducting their annual underwater practices aboard a Destroyer in the same vicinity as the oil rig. The SEALs are immediately dispatched to the oil rig.
The SEALs have more than their work cut out for them as they cannot take rifles or guns of any kind for fear that the highly flammable rig could blow up. The SEALs raid the rig with nothing more than a few short knives and their wits. Their first goal is to find out where the workers are being held and save them before the chamber fills up, and then the SEALs must confront the terrorists and try and free the hostages before they are all slaughtered by the terrorists' deadly blades.
