Look inside the book:

In many of the special provincial government towns where a great effort has been made to have the people clean up, I have found school grounds and the private premises of school teachers, including, I regret to say, those of American school teachers, to be in a more unsanitary state than were any others in town; and finally, in despair of securing improvement in any other way, I have fallen back on the courts and caused teachers responsible for such conditions to be brought before justices of the peace and fined. ...The secretary of public instruction has stated, with obvious truth, that it is only when polished rice forms a very large element in the diet that there is actual danger of its causing beri-beri, and so far as I am aware no case of beri-beri has occurred at this school; but the practical result of the present practice will be that the graduates, while instructing their pupils in the dangers of the use of polished rice, will themselves continue to use it.
