A fender bender with an Indian Muslim on a New York City Highway launches Pete Fanning, an overworked NYPD narcotics detective, to investigate a terrorist plot that threatens horrendous consequences: the bombing of Belmont Park Racetrack at the running of the Belmont stakes in two weeks.
