A detective’s investigation of First Nation girls vanishing in mysterious circumstances, brings her to the contraband capital of Canada, where she joins a Joint Investigation Team to investigate a series of ritualistic murders, and learns through her connection to the deceased that the serial killer’s motivation is deeply rooted in her last criminal investigation of another serial killer.

Fresh off of solving one of the most notable serial murder cases in Voices in the Darkness, Detective Scarlett Salazar returns in Two Wolvesin the midst of another major criminal investigation of young girls vanishing in mysterious circumstances. Paired together with her new partner, Scarlett begins investigating the mysterious disappearances of 2,100 First Nation girls on Highway 401 between Toronto and Montréal, which the media have called The Highway of Drowning Cries. Scarlett’s investigation into the murder of a First Nation girl found defaced in Toronto after being pushed off of the terrace of a downtown condo, brings her to the Akwesasne Mohawk Territory by the Saint Lawrence River. Known as the contraband capital of Canada, it is where infamous smugglers traffic everything from contraband cigarettes and illicit drugs to illegal firearms and underage sex workers through the international border into the northern part of New York State. After learning that the victim in Toronto witnessed a First Nation girl murdered at Meteor Crater Lake by an unidentifiable man, she explores the lake. She discovers that the murderer has transformed it into a modern-day, twelfth century drowning pit upon discovering an underwater graveyard of thirty-six First Nation girls at different stages of decomposition.

The investigation turns on its face when at the commencement of a 28-day lunar cycle the daughter of Scarlett’s deceased ex-partner, Santana Alleyne Washington, is found dead in a horrific ritualistic-style murder, which includes a massive 28-spoke medicine wheel imbued with symbolism. The location of Santana’s carcass causes jurisdictional tension between police forces, so Scarlett joins a special joint investigation team (JIT). The JIT soon learn that the serial killer is connected to Scarlett’s past and her previous serial murder case in Voices in the Darkness, as they begin to identify the seven people being targeted for failing to conduct themselves in accordance with the Teaching of the Seven Grandfathers, or the Seven Teachings. Scarlett identifies the serial killer at the same time she learns that she is his sixth victim. The JIT then engage in a race against time to get to him first before the end of the 28-day lunar calendar and before Scarlett becomes his penultimate victim, prior to committing suicide to complete his final murder.
