A bomb goes off in a shopping mall in South Central Ontario, killing two people. Nobody takes credit and the police are at a loss as to motive. The husband of one of the victims, a former spy thinks that he was the target, but the bombers panicked and set off the explosives prematurely. He starts his own invesigation and discovers the bomb was placed and detonated by three teens related to a Russian diplomat living in Toronto.  A local newspaper reporter, with the help of the husband investigates the diplomat and ties him to a local Toronto Federal politician of Unkranian descent. The politician had immigrated to Canada twenty five years previously after spending time in a Russian prison camp, and worked his way into an important position in the ruling party. Through the reporter's investigation, questions arise as to the validity of his story and she starts to consider the possibilty that he is actually a Russian spy. He is also the Chairman of a committee considering the installation of an underwater surveillance system along Canada's north shore to detect Russian submarines. He cancels the proposed system. Unfortunately, just as his backgound story starts to unravel a Russian Submarine is detected in Hudson's Bay. Chaos ensues within the the government, he tries to escape, the Russians want him dead and the RCMP want him for treason. A Canada wide chase ensues as he tries to stay alive, while lamenting the loss of everything he held dear.
