Pietro is the son of a Councilman of Yon, a city protected from the Badlands by a magical wind. This wind, known as the Gale Wall, exists while the Pact is maintained:
"So long as a wall of stone surrounds the Sacred Grove, a mighty wall of wind shall protect the city of Yon."
Pietro is also a member of a rebel force who call themselves the Wind Tamers. Their goal: break the Pact, calming the Gale Wall and allowing people to be free of their magical gilded cage.
After drawing the black stone for the execution lottery, Pietro must oversee the death of a fellow Wind Tamer, when the rebellion's latest attempt fails to break the Pact that "protects" Yon.
"Whichever Way The Wind Blows," recounts the moments prior to the execution. Pietro must deal with the guilt he feels executing a member of the rebellion along with the surprise of a last minute confession.
