Charles Montgomery Skinner (Aug 4, 1844 - Jun 30, 1928) was an American writer who published myths and legends collection books. His dream was to make American folklore heritage more glorious. Skinner’s writings were wide ranging. The Phantom Dragoon is a short story by Charles M. Skinner, included in "Myths and Legends of Our Own Land - Volume 03: On and near the Delaware". The plot follows an American outpost, visited by what they believed was a ghost. But corporal of American troops was a sceptic, not believing in somewhat supernatural. Instead of running and panicking, like most of them did, corporal chose to stand toe to toe with this mysterious threat.
