班級的規範化管理，是為了實現素質教育的培養目標，把班級管理活動中最基本的、相對穩定的管理內容，透過制定切實可行的制度和規範，採取強制執行、嚴格訓練和有效的思想教育，使之成為班級師生員工自覺遵守的習慣，內化為師生員工的素質，進而形成班級的傳統，以達到管理非管理，似有似無的境界，並形成一定的常規。
